Synopsis
'Not if you can, but you must' is a documentary film that depicts life of people from the village of Lukomir, the most isolated village in Bosnia and Herzegovina, with an emphasis on the position of women and the male-female relationship. Hard life and lack of perspective in this mediaeval village, possibly the only one of its kind in southern Europe, force young people to leave the village. This tendency brings into question the sole existance of Lukomir.

AKCIJA- Agency for Cultural Development, Sarajevo, Bosnia and Hercegovina

Main strategic goal in first five years of 'AKCIJA', officially registered in October 1998 was development and promotion of the alternative and independent youth culture in all arts disciplines, but with stronger emphasise on contemporary music culture of young people.  The programme activities that 'AKCIJA' undertook to realise its strategy were promotion of Bosnian urban musical scene locally and in the region of former Yugoslavia, support to the young Bosnian artists, as well as the international cultural exchanges. Together with Munich based NGO 'Sarajevo is next', 'AKCIJA' has established in 1998 the first international advanced music festival under the name 'FUTURA Sarajevo'. The festival in the following five years became a traditional summer gathering of young people from all Bosnia and Herzegovina and the region of ex-Yugoslavia. The festival managed to present at the unconvential venues (old factories, empty market-molls, destroyed halls) more than 50 international artists(live-acts, VJs and DJs) and to attract the audience of more then 40 thousands young people on its five editions.  In 2004 'AKCIJA' realized that this organisation has to take the new direction, not so much towards the production and presentation of the artists and their works, but more towards an action to change the present circumstances in the system of culture. Main issues and challenges of organization NGO "Akcija" are: to create the systematic approach towards the questions of participation of cultural organizations in the process of cultural policy development; to create the platform for cultural sector to act towards government trough advocacy and lobbying;  capacity building of cultural organizations in strategic management in arts trough the training program for cultural organizations, etc.
